Packaging EPR when selling to Italy: what to look into first
Last reviewed: · Informational only, not legal advice
The planning problem
Italy organises packaging responsibility around a national consortium rather than a single register, which can be confusing for online sellers elsewhere. If you ship to Italian customers, the planning question is whether and how a seller in your position takes part, and what data you would need to have ready.
Who may need to investigate
- Sellers established outside Italy who ship parcels to Italian consumers
- Marketplace sellers with buyers in Italy
- Small brands that add their own boxes, mailers, tape or filler
- Sellers who ship products in retail packaging
Being on this list does not mean you are required to do anything. It means the question is worth answering with the official sources.
Where to look first
- CONAI's own website and any English-language pages
- The material consortia that relate to the materials you use
- Any guidance aimed at businesses selling into Italy from abroad
Content status: placeholder, pending legal review
Italy's packaging system is organised around CONAI, the national packaging consortium, together with material consortia. How a seller established elsewhere is expected to take part, and any contribution, is to be confirmed from the official CONAI and ministry sources.
How the PPWR fits in
The PPWR is an EU-wide regulation on packaging and packaging waste. It sits alongside national packaging producer-responsibility (EPR) systems, which are run country by country. Which parts apply to a given seller, and from which date, depends on the provision and on the country — check the official text.
The scope and timing of some PPWR provisions (for example authorised-representative rules for sellers established elsewhere) have been the subject of ongoing legislative discussion. Treat any date or exemption you read about as something to confirm on EUR-Lex.

Frequently asked questions
- What is CONAI?
- CONAI is Italy's national packaging consortium. Its website is the starting point for understanding the Italian system.
- Is there a single register like in some other countries?
- PackRoute does not make claims about this. Check CONAI's materials for how businesses participate.
- Which materials matter?
- Italy's system is described by material (for example paper, plastic, glass, metal). Collect your packaging data by material so you are ready either way.
- Can PackRoute tell me how much I owe?
- No. PackRoute does not calculate fees or contributions. It does not state any costs.
