Why this matters

Packaging rules now follow your parcels across borders

PPWR in one paragraph

The PPWR is an EU-wide regulation on packaging and packaging waste. It sits alongside national packaging producer-responsibility (EPR) systems, which are run country by country. Which parts apply to a given seller, and from which date, depends on the provision and on the country — check the official text.

Country-level packaging EPR

Extended producer responsibility (EPR) means that whoever puts packaged goods on a country's market may be expected to take part in that country's packaging scheme. Each country runs its own register or organisations, and online marketplaces increasingly ask sellers about them.

The practical question for a small seller is simple: for each country I ship to, what should I look into first? That is what PackRoute helps you plan.

How it works

Three steps to an action plan

  1. Step 1: Tell us where you sell

Answer a few questions about your business, sales channels, destination countries and packaging. It takes about three minutes.

  2. Step 2: See likely obligations by country

Get a cautious, country-by-country view with a checklist and links to the official sources.

  3. Step 3: Download your action plan

Tick off tasks, add notes, print the plan or save it as a PDF to share with an adviser.

Who it is for

Built for small sellers shipping across borders

First version covers: Germany, France, Italy, Spain, Netherlands. Other EU countries can be selected and are marked “Coming soon — manual review required”.

Boundaries

What PackRoute does not do

  • Does not register sellers
  • Does not submit declarations
  • Does not replace legal advice
  • Does not guarantee compliance

PackRoute is an informational planning tool. Every country rule it shows carries an official source link and a last-reviewed date, and the current country content is clearly labelled as placeholder content pending legal review.
